Subject: Logistics Consultant Final Report
Dear All,
I signed a contract
with UNFPA to undertake a set of key activity outlined
TOR, which was prepared by MOC Team Leader and endorsed
by Census Operations Manager.
The activates stated in
the TOR related to and administrate work which supposed
to be provided to the Monitoring team form Juba town.
I signed UNFPA contract
on May 19th and then attended orientation
sessions facilitated by MOC Team Leader and member of
International Consultancy Group on the objective of the
monitoring mission, activities to be performed by all
member of the monitoring team that required logistical
or administrative support, time table of the field based
activities, MOC and International Consultancy Group.
On May 23rd
I left Khartoum to Juba with specific set of activities
to be accomplished in collaboration with UNFPA Census
Support Office in Juba and The Head of MOC Office in
Juba.
In Juba Town following
activities were successfully completed:
1-Meeting
was organized with UNFPA Census Operation Manager to
discuss the dispatch plan of Satellite phone to the
National and International Monitor who posted in south
Sudan states. I as advised by the Operational Manger to
handover the Satellite phones to UNFPA Logistical
Officer who in turn will take full responsibility to
send them to monitor through WFP flights.
2-Due
to lack of proper coordination between MOC and State
Officials in southern Sudan regarding the posting of 130
National Monitor in the localities of the 10 states of
southern Sudan, the Government of south Sudan questioned
the role of all monitor, restrict their movement, and
requested all National monitors who were posted in
localities to travel back to Khartoum. Meeting was
organized with the Head of MOC for South Sudan to
explore ways and means to facilitate the movement of
National and International Monitor in South Sudan.
Letters were prepared addressing Governors and
Commissioner of states to provide full support to the
monitoring team posted at the states and regional level.
Letters were dispatched by Head f MOC Office for south
Sudan.

On 24 May, The Census Operation Manager of UNFPA Office
in Juba advised me to leave to Khartoum as soon as
possible due to misunderstanding of some senior
government official to my role as I came at the same
time with National Monitor who posted in localities
level.
4-On May 25th
I traveled back to Khartoum and fully assigned to
facilitate the logistical support required by all
monitors who posted in south Sudan from Khartoum in
addition to facilitation of travel back of all monitor
to Khartoum and back to their home country. Moreover I
was requested to organize the Monitor working group in
Khartoum specifically, to handle all logistical tasks
related to the transportation, accommodation, food and
refreshment of 70 National and International Monitors
for 7 days.
Output Achieved
1-
All National
and International Monitors were posted safely to their
perspective states.
2-
All monitors
travelled back to Khartoum on the agreed upon date
without having any delay.
3-
All satellite
phones were dispatched and received back by MOC.
4-
All bookings
of International flights were made on timely basis.
5-
All logistical
support requested by MOC Team Leader and consultancy
group related to monitor working group was made properly
and at satisfactory level to the monitoring team
