The 5th Population and Housing Census of Sudan is one of the major activities to be carried out in the Sudan post conflict phase as indicated in the Comprehensive Peace Agreement (CPA). Census results will serve as the basis for power and wealth sharing in the interim period, so it is a tool for sustainability of the peace in Sudan. Census will also provide the basic information and data framework for recovery and development planning in Sudan.

The Government of National Unity (GONU) in Sudan has established a Population Census Council (PCC) to oversee the implementation of the census. The Central Bureau of Statistics (CBS) in Khartoum and the Southern Sudan Commission for Census, Statistics and Evaluation (SSCCSE) in Juba are the national statistical offices responsible for the implementation of the census



The Monitoring and Observers Committee (MOC) is one of four committees set up by the Population Census Council, and has the following responsibilities:-



1. Monitor and observe the census execution operations at all stages and levels

2. Ensure compliance with census established criteria and standards.

3. Ensure comprehensive coverage

4. Ensure transparency of all census procedures and operations

5. Provide regular reports including recommendations when necessary to the PCC.

6. Provide report on the final census results to the PCC.

7. Provide technical advice to the TWG in writing when necessary.



The MOC requires the services of qualified and experienced International Senior Census Monitors to monitor the 5th Population and Housing Census of Sudan. The assignment shall contribute to the building of confidence in the results of the census and promoting acceptance of the census results.



1. SPECIFIC OBJECTIVES

• Prepare training materials and conduct the training of National and International State Monitors;

• Conduct and manage the State Monitoring missions in the assigned region;

• Supervise the State Monitor’s Reports in the assigned region;

• Provide the MOC and other stakeholders with an assessment of the quality of the Census (Mapping, Advocacy, Supervisor & Enumerator training, Enumeration, Questionnaire Retrieval / document tracking)

• Draw relevant lessons from the experience of the Census.



2. EXPECTED RESULTS

• One (1) Regional Evaluation Report containing an analysis of the preparation and the conduct of the Census, advocacy and training of functionaries, including the basis for the findings.

• State-level monitoring reports on the census in each of the assigned States.

• Record of meetings held.

• An executive summary.





3. EXPERTS PROFILE

The experts will meet the following profile:



• MA/MSc in Demography,Public Administration, Political Science, Development Studies, Sociology or other relevant discipline;

• Ten years professional experience;

• Expertise and at least 2 years experience in the planning and management of a national census or equivalent operation in complex political environments;

• Familiarity with international standards and methods regarding census taking, as defined by the United Nations;

• Experience in census observation work (Monitoring of the census in Anglophone Africa, e.g.) ;

• Experience in project management and the evaluation of projects;

• Creative ability to identify practical solutions to overcome challenges to time-critical projects;

• Highly developed interpersonal skills to constructively interact with stakeholders at all levels;

• Excellent verbal and written communication skills;

• Effective media presence;

• Proven field research and report writing skills;

• Participatory workshop facilitation skills;

• Perfect English language skills, written and spoken;

• Knowledge of Arabic or any other Sudanese language is an advantage;

• Experience with work / travel in difficult conditions;





At least two references including phone number and email address shall be supplied for each proposed expert.

Census Night: 15 April 00h00



4. LOCATION AND DURATION



• Starting date: 26 March 2008



• Foreseen finishing date: 19 May 2008 latest



All report writing is foreseen in-country to allow continued interaction with stakeholders where required and to conduct a workshop to communicate the results of the monitoring mission.



5. REPORTING



• Language for all reports: English

• Date of submission: Exact dates will be agreed with the Monitors upon their arrival.

• Reports shall be submitted on the due dates to the Team Leaders.





6. OTHER DETAILS



The assignment is under the supervision of the MOC Chairperson Dr Abdelbagi Gailani, and in consultation with UNFPA CO Khartoum.

The MOC requires the services of 3 qualified and experienced International Senior Census Monitors to lead the Monitoring Team of the 5th Population and Housing Census of Sudan. The Monitoring Team is made up of over 120 National and International Census Monitors. The assignment shall contribute to the building of confidence in the results of the census and promoting acceptance of the census results.
