The regulation of the Monitoring and Observation Committee

Chapter One

          Title of the Regulation and the beginning of its implementation

.

1.This regulation deals with the organization of the MOC work for the fight population census 2006 and being valid from the date of its signature.

2. Interpretation

          In this regulation and unless another meaning meat.

a.     committee              means the MOC

b.     President               president of MOC.

c.     Member                 members of the MOC.

d.     Reporter                rapporteur of the MOC.

 

 

Chapter Two

The committee’s Meeting

1.      The committee holds , at least a periodical meeting every four month in a specified place agreed upon, at the request of the MOC president or the request of two third of the committee member for careening an emergency meeting whenever it is necessary.

2.      The meeting specifies the next periodical meeting date and place.

3.      No member is allowed to delegate others to attend on his behalf.

The MOC Agenda

1.     Any member eau present a written request to introduce any issue or issue pertaining the committee’s agenda.

2.     In accordance with article (1) the rapporteur prepares the agenda in consultation with the MOC president.

3.     The rapporteur has to inform the president and members of the committee of the teeming of the periodical and emergency meeting before an adequate time from the date of holding the meeting.

 

 Meetings Guorum and Issuing of resolutions:

1.         The committee’s meeting are considered quorum by the attendance of the majority of its members.

2.         Resolution are issued by simple majority of the attending members, when votes are equal, the president has a decisive vote.

3.         The committees its resolution by its signatures and stamp.

4.         The committee can form an internal authorized committee, within which donors are represented for the follow – up of the committee’s work between the two meetings.

5.         The authorized committee presents its report in the first meeting of the committee.

Heading the committee’s meeting:

6.         The meetings are headed by the president and if he is absent the rapporteur heads the meeting.

Meeting’s Minutes

7.         1.The rapporteur records and keeps the menutes of the committee’s meetings

       2. After being printed minutes and resolutions and endorsed by the president are distributed to the members with a period not exceeding two week from the date of the meeting.

       3. The rapporteur recites the resolutions at the beginning of        the next meeting with final endorsement of the committee

 

8. a. The rapporteur has to follow – up the implementation of the committee resolutions and present a report in each meeting.

      b. The committee should have a secretariat to help organization the committee’s work.

   Chapter three

Condition of membership and its termination

9.The membership terminates due to one of following reasons

1.     Resignation

2.     Disability or death.

10.  The president of committee in consultation with the head of the population census core ceil can replace any member whose membership terminates.

11.  The committee can add any member who is qualified to participate in the committees works.

 

  Chapter Four

12. The president can at any time request any information or additional reports from units pertaining to the causes process.
